The mission of the Metropolitan Development and Housing Agency includes supporting neighborhoods and strengthening communities. One of the ways MDHA is able to make a positive impact and further its mission is through the Community Development Block Grant (CDBG) program. These funds come from the U.S. Department of Housing and Urban Development (HUD) and are administered by MDHA on behalf of the Metropolitan Government of Nashville and Davidson County.
Fifty years ago on Aug. 22, 1974, President Gerald Ford enacted the Housing and Community Development Act. This act created the CDBG program, which supports community development activities to build stronger and more resilient communities. Activities may address needs such as infrastructure, economic development projects, public facilities installation, community centers, housing rehabilitation, public services, microenterprise assistance and many others.
For five decades, the funding and programs created by CDBG have supported Nashvillians in countless ways. In honor of the 50th anniversary, here are five areas in which CDBG programs administered by MDHA’s Community Development Department staff make a difference in our communities.
1. Youth
Each summer, hundreds of youth in Nashville and Davidson County participate in enrichment activities funded by CDBG like camps and internships. In 2024, 24 programs were awarded funds that totaled $385,000 to support programs for more than 1,300 local children and teens.
2. Housing Infrastructure
CDBG funds support needed infrastructure improvements for developments that provide affordable housing.
3. Community Spaces
Engaging outdoor spaces can play a huge role in strengthening Nashville communities. CDBG funds have supported the construction and repairs of dozens of parks, playgrounds, greenways and community centers since the program’s start.
4. Homeowners
CDBG funds also support homeowners with programs that address health and safety home repairs and energy efficiency improvements.

5. Employment Services
Offering career development and employment opportunities can provide stability in a person’s life. CDBG programs are used to help connect people with these support services.
