6a. South 5th Street Sewer Separation.

MDHA has been working with Metro Water Services to develop infrastructure plans to separate the storm and sanitary sewer lines in South Fifth Street, north of Shelby Avenue to allow full development of the Cayce Transformation in addition to future projects between Cayce and the Cumberland River to Shelby Park. The early plans explored various routes and Water Services has determined the best path forward. We are requesting to extend the contract with Kimly Horn in a total amount not to exceed $1,800,000. to complete the design and engineering services and bring the drawings to 100%.  American Rescue Plan Act funds will be used for these services.

7a. Small Area Fair Market Rent (SAFMR) Payment Standards.

MDHA is one of 41 PHAs identified to use Small Area Fair Market Rents (SAFMRs) in the HCV program. SAFMRs are established at the zip code level. Rental Assistance is requesting Board approval of recommendation to adopt SAFMRs that range from 90% to 100% of the HUD-published SAFMRs to be effective January 1, 2025.

7b. Revisions to Housing Choice Voucher (HCV) Administrative Plan.

Rental Assistance is requesting Board approval of proposed changes to the HCV Administrative Plan related to waiting list management, alternative operating requirements for special purpose vouchers, subsidy standards, and payment standards.

7c. Section Eight Management Assessment Program (SEMAP) Certification.

Rental Assistance is presenting their 2023-2024 SEMAP Certification to the Board for approval. The SEMAP measures the performance of the public housing agencies (PHAs) that administer the Housing Choice Voucher program in 14 key areas.
