CDBG-DR 2023 Action Plan
The U.S. Department of Housing and Urban Development (HUD) announced in the spring of 2022 that Davidson County would receive $5,151,000 in funding to support long-term recovery efforts following disaster declaration 4601-DR-TN. The county also received a supplemental allocation of $3,367,000 for the same disaster event as announced by HUD on Nov. 3, 2022. These supplemental funds are accounted for in the Action Plan bringing the total Community Development Block Grant – Disaster Recovery (CDBG-DR) amount allocation to $8,518,000. These funds are administered by MDHA on behalf of the Metropolitan Government of Nashville and Davidson County.
The Federal Register notices for both allocations, 87 FR 31636 and 88 FR 3198, specify that 100% of the funding allocation must be spent in the Most Impacted and Distressed (MID) area. Both Federal Registers indicate this area to be Davidson County, however, HUD provided a memorandum to the county, dated March 2022, which indicated in Table A-3a on page 15 of the memorandum that the MID was ZIP Code 37211.
MDHA nor the county in general identified any other MID qualified zones. CDBG-DR funding is designed to address needs that remain after all other assistance has been exhausted. This plan details how funds will be allocated to address remaining unmet need in ZIP code 37211. To meet disaster recovery needs, the statutes making CDBG-DR funds available have imposed additional requirements and authorized HUD to modify the rules that apply to the annual CDBG program to enhance flexibility and allow for a quicker recovery. HUD has allocated $5,151,000 in CDBG-DR funds to Davidson County in response to severe storms, tornadoes and flooding, 4601-DR-TN, through the publication of two Federal Register notices, Volume 87, No. 100 on May 24, 2022, and Volume 8, No. 11 on Jan. 18, 2023. This allocation was made available through the Appropriations Act (Public Laws 117- 43 and 117-180).

The Action Plan for the use of the CDBG-DR funds was made available with Arabic and Spanish translations for public examination and comment on July 19, 2023.

MDHA will hold an in-person public hearing on this proposed plan from 6 to 7 p.m. CST Jan. 31, 2023, at Casa Azafrán, 2195 Nolensville Pike, Nashville, TN 32711. Wearing a face mask is strongly encouraged. The hearing can also be attended virtually.

The draft Action Plan for the use of the CDBG-DR funds was made available for public examination and comment on Jan. 25, 2023. In addition to downloading a copy of the draft plan, members of the public may:
